The applicant shall be entitled for financial assistance if he/she is-

  1. 60 years and above of age without any adequate means of support
  2. A resident of the National Capital Territory of Delhi for at least 5 years preceding the date of submission of application
  3. His/her annual family income should not be more than Rs. 1,00,000/- p.a.(Rs.one lakh per annum) from all sources, family meaning the wife/husband, disabled children, unmarried or divorced/separated daughters/sisters, parents who are solely dependent on the applicant
  4. Has a ‘singly-operated’ account in any Bank for receiving the payment through Public Financial Management System(PFMS). This provision may be relaxed in the case of mentally challenged applicants or those who come under the purview of Legal Guardianship as per rules of National Trust.
  5. Is not in receipt of any pension/financial assistance from Central/State Govt./MCD/NDMC or any other source for this purpose.
  6. The Applicant should have an Aadhaar number or should have enrolled with UIDAI for Aadhaar number.

  3. A self-declaration by the applicant regarding his/her family income as given in the form. 
  4. The form also needs to be recommended by a Gazetted Officer of Central/State Govt. or MP/MLA and the accompanying documents should also be attested. 
  5. In case "No Documentary Evidence" is available with the applicant in r/o proof of residence, i) the applicant will need to produce statements of any of the two witnesses from the following list, stating the period of applicant's length of stay in Delhi-
    1. Public representative such as MP of the area, MLA of the area,
    2. President or General Secretary of RWA of the locality
    3. Two neighbours of the applicant with their contact details
    4. Registered women SHGs'/Mahila Mandal's President or General Secretary
    5. ICDS Supervisors/ ASHA workers of the area 
    6. Gazetted Officer of the Central/Delhi Govt. 
  6. Along with the witness's statement, the relevant document for the photo identity proof, residence and length of saty for the witnesses shall also have to be appended with the application, clearly showing that the witnesses themselves have been around in the same for all except Public representative such as MP/MLA of the area. 
    Other conditions 
  7. It will be obligatory for the beneficiary to inform of any change in address and/or bank details like change in bank, a/c no. etc.
Rs. 2,000/- p.m. remitted quarterly for beneficiaries aged between 60-69 years(This enhanced quantam will be payable only to those beneficiaries who have linked their bank account with Aadhaar and are receiving pension through Adhaar Payment Bridge System (DBT)). Additional Rs.500/-p.m. to SC/ST/Minority community Beneficiaries. 
  
  
Rs. 2,500/- p.m. remitted quarterly for all beneficiaries 70 years and above. The enhancement for such beneficiaries will be done in April of each financial year 
  
Old Age Assistance is remitted directly into the Bank account of beneficiaries through the ECS system of RBI or through AEPS as per the Aadhaar Number of the Beneficiary. 
  
The Concerned District Social Welfare Officer is the competent authority for verification, sanction and payment of the assistance under the scheme. 
In the event of sanction of assistance, it shall be payable from the month succeeding the month of receipt of application complete in all respects.
2.Financial Assistance to Persons with Special Needs, 2009(Includes persons with blindness, low vision, leprosy cured, hearing impairment, locomotor disability, cerebral palsy, autism, mental retardation, mental illness)

  1.  The scheme shall be applicable to all persons with disability irrespective of age, if they continue to fulfill the remaining eligibility criterion for residence, degree of disability and income.
  2. Family income should not be more than Rs. 1,00,000/-(Rs.one lakh per annum) from all sources.
  3. A resident of the National Capital Territory of Delhi for at least 5 years preceding the date of submission of application.
  4. Disability of the applicant should not be less than 40%.The Medical Board of Govt. Hospital should issue the disability certificate.
  5. Has a 'single-operated' account in any Bank for receiving the payment through Public Financial Management System(PFMS). This provision may be relaxed in the case of minors, mentally challenged applicants or those who come under the purview of Legal Guardianship as per rules of National Trust.

2. A copy of disability certificate issued by the Medical Board of the notified Hospitals of Govt. of NCT of Delhi or Govt. of India. 
3. A self –declaration by the applicant regarding his/ her family income as given in the form. 
4. The form also needs to be recommended by a Gazetted Officer of Central /State Govt. or MP/MLA and the accompanying documents should also be attested. 
5. In case ‘No Documentary Evidence’ is available with the applicant in r/o proof of residence, 
i) the applicant will need to produce statements of any of the two proof of residence, following list, stating the period of produce statements of any of the two witnesses from the following list, stating the period of applicant’s length of stay in Delhi-

b. President or General Secretary of RWA of the locality 
c. Two neighbors of the applicant with their contact details 
d. Registered women SHGs,/ Mahila Mandals’ President or General Secretary. 
e. ICDS Supervisors/ASHA workers of the area 
f. Gazetted Officer of the Central /Delhi Govt.

This would apply for all except public representative such as MP/MLA of the area. 
Other conditions

The Assistance is remitted into the Bank account through ECS system of R.B.I or through AEPS as per the Aadhaar Number of the Beneficiary.

The beneficiaries who attain the age of 60 years shall automatically be transferred to the Old Age Assistance Scheme
3.The Delhi Family Benefit Scheme

  1. The death of the primary-bread winner of the family has occurred whilst he/she was in the age group of 18 to 59 years i.e. more than 18 years of age and less than 60 years of age.
  2. Family income of the applicant should not be more than Rs.1,00,000/-(Rs.one lakh per annum) from all sources.
  3. Applicant must be a resident of the National Capital Territory of Delhi for at least 5 years preceding the date of submission of application

d. In case the death has occurred outside Delhi or in a village with no receipt of cremation ground certificate of Block Development Officer (BDO) of the village can also be accepted. 
e. Post mortem report 
4. A self – declaration by the applicant regarding his/her family income as given in the form.

ii) Along with the witness’s statement, the relevant document for photo identity proof, residence and length of stay for the witnesses shall also have to be appended with the application clearly showing that the witnesses themselves have been around in the same area for the number of years they claim to have known the applicant. This would apply for all except Public representative such as MP/MLA of the area.
(a) The family benefit of Rs.20,000/- (Rs. Twenty thousand only) will be paid to a surviving member of the household of the deceased who is ascertained to be the head of the household after due local inquiry.                        (b) The Payment shall be a 'one-time payment, lump sum' through Aadhar Payment Bridge System in the respective bank accounts of the beneficiaries".

.Financial Assistance Scheme for Persons with Benchmark Disabilities having High Support Needs

The scheme aims to provide financial assistance to Persons with Benchmark Disabilities who are having High Support Needs. The allowance is intended to help beneficiaries meet expenses related to caregiver support or other essential services, including psychological counselling, medical treatment, occupational therapy, speech therapy, physiotherapy, assistive aids and appliances, or any other form of support necessary for their well-being and rehabilitation.

ELIGIBILITY:

The Eligibility Norms for Person with Benchmark Disability having High Support Needs for availing assistance under the scheme shall be as given below:

a)    Should possess a permanent certificate of disability from a notified authority as a Person with Benchmark disability as per provisions of Right of Persons with Disabilities Act (RPwD), 2016;

b)     A resident of Delhi for at least five years;

c)    Should be having a score of 60 to 100 as assessed by the Assessment Board;

d)    Annual family income should not be more than one lakh;

e)    Applicant should not be a government employee;

f)     Having Aadhar card showing the person to be a resident of Delhi.

 

Documents Required:

a)    Proof of residence, which clearly shows at least 5 years of residence in Delhi. Any one of the following documents of applicant (as defined above) only may be submitted for residence proof- 

1.   Ration card

3.    Passport 

4.   Driving license 

5.   Birth certificate issued by MCD/ Registrar- Births &  Deaths. 

6.    Electricity Bill 

7.   Water Bill

13. In case ‘No Documentary Evidence’ is available with the applicant with regard to proof of residence-the applicant will need to produce statements of any Gazetted Officer, stating the period of applicant's length of stay in Delhi. The Gazetted Officer of the Central / Delhi Govt. has to furnish a self-attested copy of official ID and contact details. 

b).   A self-declaration by the applicant regarding his/her family income per year. 

c).   The Applicant should have a bank account (Single/ Joint) in any Bank operational in NCT of Delhi for receiving the payment through PFMS. 

d.)   One passport size photo of the applicant

QUANTUM OF ASSISTANCE: - 

Subject to the fulfillment of the provisions of the scheme any Person with Benchmark Disability having High Support Needs would be entitled for an amount of Rs. 6000/- per month from the month of sanction. This amount will be in addition to the amount being given on monthly basis to the beneficiary, if any, under the “Financial Assistance for Persons with Special Needs” scheme by the Department.

Mukhyamantri Covid-19 Pariwar Aarthik Sahayata Yojana

In order to provide immediate financial relief in case of death of family member due to Covid-19 and continued financial assistance to families affected by the death of the bread earner due to Covid-19 pandemic “Mukhyamantri Covid-19 Pariwar Aarthik Sahayata Yojana” has been notified.

Objectives and components of the scheme:

The objectives of the Scheme are: 

  1.  To provide financial assistance to the surviving family   of the bread earner who has died due to Covid 19 pandemic in Delhi since the outbreak of the disease. Government will also consider a single member of the affected family to be enrolled as a civil defense volunteer. Besides these the state affirms to look after  the health and education needs of the dependent children as per existing policy.

  2. To give an Ex-gratia payment of Rs 50000 for each death to the family of deceased. This Ex-gratia assistance shall be given to the kith and kin of the person deceased due to Covid-19, after he applies in the format prescribed by the Revenue Department, GNCTD.

**If family is survived by only minor children then applicant/ beneficiary will be the foster parent/ guardian who has been declared fit under the provisions of JJ Act by the Child Welfare Committee. The financial assistance shall be transferred to the joint bank account in the name of the minor child and the foster parent/guardian.

**** Death must be due to COVID related i.e. certified as COVID death (as per MHA data) or   death within one month of testing COVID positive and verified by Health Department as Covid      death.
