The Department of Social Welfare is the Nodal Department for the welfare of persons with disabilities. It deals with implementation of Persons with Disabilities Act, 2016. Various schemes and programmes are being run for the well being of persons with disabilities. The department runs following homes/institution for persons with disabilities.

SugamyaSahayakScheme
(Facilitating Mobility & Empowerment of Persons with Benchmark Disabilities)
The Sugamya Sahayak Scheme is running by Department of Social Welfare, Govt of NCT of Delhi, which aims to provide durable and standardized assistive devices (motorized tricycles, wheelchairs, hearing aids, crutches, callipers, walkers, and smart phones for visually impaired persons) free of cost to Persons with Benchmark Disabilities.
Eligibility Criteria : -
1. The applicant must be a Person with Benchmark Disability (40% or more disability) as per Disability Certificate/UDID Card.
2. Must be resident of NCT of Delhi.
3. The annual income limit of the family from all sources should not be more than Rs.8,00,000/-
4. Possession of Aadhaar Card
5. The applicant should not have obtained the same item from any other Govt. scheme during the last three (3) years. However, for children below 12 years of age, no limit would be applicable for appliances that are fabricated.
Eligibility Criteria for Motorized Tricycle:-
1. Applicant should have 80% or more disability
2. 16 years& above
3. Severely disabled person having Mental Impairment are not eligible

REGISTRATION CERTIFICATE UNDER SECTION 51 OF PERSONS WITH DISABILITIES ACT, 1995
• To facilitate voluntary organizations working in the disability sector, the Department grants registration to eligible NGOs under Section 51 of the Rights of Persons with Disabilities (RPwD) Act, 2016, in accordance with Rule 22 of the Delhi Rights of Persons with Disabilities Rules, 2018
ISSUANCE OF NO OBJECTION CERTIFICATES
• Department issue no Objection Certificate to the NGOs to run Rehabilitation Council of India approved courses in special education for the period of three years or as per the duration of course approved by RCI.
