The Grants to Social Welfare Institutions / Organizations by the Government of National Capital Territory of Delhi Rules, 2008

GENERAL INSTRUCTIONS FOR APPLICANT VOLUNTARY ORGANIZATIONS

1. Application should be in the format as prescribed under the said scheme.

2. Applications submitted without the documents/enclosures as prescribed under the applicable GIA scheme will not be considered.

3. Prescribed application formats, forms, etc. and details of required documents are available on the website of the Department of Social welfare, GNCTD. Address of

4. Interested eligible NGOs must follow the following instructions before submitting the application:-

a. Each and every page of the application and enclosures must be signed by the authorized signatory and stamped with the seal of the organization. Otherwise application will NOT BE CONSIDERED.

b. NGO must submit their two copies of proposals in two separate office file covers.

c. All papers of the applications/proposals must be page numbered separately in the back to front manner.

d. The file covers containing the applications/proposals must indicate boldly the name & address (Registered office) of the NGO, name of the GIA Scheme and nature & address of the project applied for and purpose of the project for which grant is requested.

e. The applicant NGOs must attach an Index on top of the application/proposal clearly showing the page numbers at which various required documents, etc. are placed in the application/proposal.

5. Applications submitted through post or at Receipt & Issuing (R&I) of the Department or submitted in the manner other than as prescribed above, will NOT BE CONSIDERED.

6. Application submitted after the last date will NOT BE CONSIDERED.

7. Canvassing by the applicant organizations in any form will be a disqualification.

BASE GUIDELINES FOR SCRUTINY OF PROPOSALS

The Base Guidelines for scrutinizing Grants in Aid proposals are as under:

1. Utilization Certificate should be combined/consolidated for entire Financial Year.

2. Stationery/Postage amount should not be more than Rs.10,000/- per annum.

3. Telephone charges should not be more than Rs. 18,000/- per annum.

4. Refreshment expenses should not be more than Rs.5000/- per month. Full amount of electricity and water charges to be given to the organization.

5. Full amount for Raw Material for vocational/training purpose should be given to the organization.

6. The amount spent on Newspaper and magazine should be limited to Rs.5000/-per annum.

7. The amount for medicine and medical equipments should be limited to Rs.5000/-per annum.

8. Full amount of the rent/associated expenses related to building/complex of the organization should be given.

9. The amount to be given on the salaries component of the organization should be limited to 25% of the sanctioned amount to the organization.

10. The amount of assistance to be given to the organizations for Sports/Games equipments would be decided on the specific requirement of the organization.

11. The travel/conveyance cost should not be more than Rs. 12,000/- per annum.

12. Expenses related to minor repairs/misc.expenses should not be more than Rs 10,000/- per annum.

13. The charges for washing/cleaning should not be more than Rs.5000/- per annum.

14. The organization has to give an Undertaking/Bond in respect of claims made about receipt of grants.
