1. Old Age Assistance- as per notification by Delhi Govt.- (popularly known as Old Age Pension)

The scheme provides for financial assistance to destitute, old persons who are without any means of subsistence and nobody is in a position to support them in their old age.

Eligibility Criteria

  1. To persons above 60 years
  2. Residence of min. 5 years in Delhi before the date of application.
  3. Annual family income of less than Rs 1,00,000 from all sources (including rent, interest/dividends on savings & investments, earnings from farm, property sale proceeds etc.) of the applicant & spouse.
  4. The applicant should have an Aadhaar number.
  5. The applicant should have a ‘singly-operated’ account in any Bank in National Capital Territory of Delhi only mapped with Aadhaar number of the applicant for receiving the payment through Public Financial Management System (PFMS).
  6. Must not be receiving any pension/ financial assistance from Central Govt/ State Govt/ other governmental local bodies or any other source for this purpose
     

Application process:-

a)  Application to be made online on e-District portal www.edistrict.delhigovt.nic.in by registering through citizen log in or by approaching concerned District Social Welfare Office.

b)  Aadhaar number is mandatory for filling up the application- without Aadhaar, application portal will not work.

c) For applying, documentary proof for following needs to be scanned and uploaded. Same document or different set of documents out of the list given below may be submitted as proof for all.

  1. Age proof *
  2. Residence proof **
  3. Bank a/c number (Single a/c)
  4. In case of SC/ST applicants in the age bracket 60-69 years, caste certificate in the name of the applicant issued by Competent Authority has to be submitted. In case of Minority applicants within 60-69 years, self-declaration of the religion of the applicant duly verified from the religious institution has to be submitted.
  5. One passport size photo of the applicant
  6. Income self-declaration in the format given on the portal itself


* Documents admissible as proof of age- Any one of the following documents may be submitted for proof of age-

  1. Birth certificate issued by MCD/ Registrar of Births & Deaths
  2. School leaving certificate of class last attended by the applicant or any other recognized educational institution
  3. Matriculation/ 10th certificate
  4. Hospital discharge slip at the time of birth of the child
  5. Driving license
  6. Passport
  7. PAN Card
  8. Ration Card
  9. Voter card
  10. Aadhaar card
  11. Immunization card
  12. Age assessment medical certificate
  13. Any document issued by the Government/ Govt. recognized body stating date and place of birth


** Documents admissible as proof of residence- Any one of the following documents may be as proof of current address of the applicant as well as indicating a minimum stay of at least 5 years in Delhi.

Receipt of application forms, sanction

  • a) New applications under the Scheme are received within the quota applicable to the constituency at the time of application.
  • b) After submission of application, District Social Welfare Office will scrutinize the application and if required, call the applicant with relevant documents for verification.
  • c) Normally, the applications are disposed off within 45 days of receipt of applications, unless circumstances dictate otherwise.
  • d) The payment to new applicants, if sanctioned, is made with effect from the month subsequent to the month of the application. Once the pension is started, the assistance is remitted monthly thereafter. 


Mode of payment

The assistance is remitted monthly to the bank account of the beneficiary as per the Aadhaar number of the beneficiary through PFMS portal.

Quantum of Assistance

  1. Rs 2000 p.m. for 60-69 years, with additional Rs. 500 p.m. to SC/ST/Minority community beneficiaries
  2. Rs 2500 p.m. for +70 beneficiaries

2. Financial Assistance to Persons with Special Needs-  as per notification by Delhi Govt.- (popularly known as Disability Pension)

  • A scheme of financial assistance to persons with special needs is being implemented to-
  • a) Facilitate the care of children with special needs, acknowledging the high cost of care giving,
  • b) Facilitate education, training and employability of persons with disability, so that they may fulfill their role and potential in society and lead a life of dignity,
  • c) Help ensure survival of the person with special needs and their family.


Eligibility Criteria-

  1. To persons between 0- 59 years 
  2. Disability 40% or more to persons with blindness, low vision, locomotor disability, hearing impaired, leprosy cured, cerebral palsy, autism, mental retardation or mental illness
  3. Residence of min. 5 years in Delhi  before the date of application
  4. Annual family income of less than Rs 1,00,000 p.a. from all sources (including rent, interest on savings et cetera). Here “Family” means parents or if the parent(s) are not alive then legal guardian in case of the minor, unmarried, unemployed disabled person(s). In case of married disabled persons, it means wife /husband and minor or disabled adult children solely dependent on him/her. Applicant will need to give a self-declaration regarding income in the appropriate column provided in the application form.
  5. The applicant should have an Aadhaar number.      
  6. The applicant should have a ‘singly-operated’ account in any Bank in National Capital Territory of Delhi only mapped with Aadhaar number of the applicant for receiving the payment through Public Financial Management System (PFMS). The provision may be relaxed in case of minors.                         
  7. Must not be receiving any pension/ financial assistance from Central Govt/ State Govt/ other governmental local bodies or any other source for this purpose

3. DELHI FAMILY BENEFIT SCHEME - as per notification by Delhi Govt.

The scheme provides for one-time assistance to the family members of deceased primary bread winner (male/female) of a household who are without  adequate means of subsistence, to help tide them over immediate financial difficulties.

Eligibility Criteria

  1. Age of the deceased should be between 18 to 60 years, i.e. death of the bread earner has occurred while he/she was in the age group 18-60 years. “Bread earner” is defined as the member of the household whose earnings contributed the largest proportion to the total household income.
  2. Resident of Delhi for more than 5 years before the date of application
  3. Family income of the applicant should not be more than Rs 1,00,000/ per annum.  
  4. The applicant should have an Aadhaar number 
  5. The applicant should have a ‘singly-operated’ account in any Bank in National Capital Territory of Delhi only mapped with Aadhaar number of the applicant for receiving the payment through Public Financial Management System (PFMS)

*** Documents admissible as proof of death of the bread earner- Any one of the following documents may be submitted for proof of death-

  1. Death certificate issued by the Registrar Births & Deaths
  2. Receipt issued by authority at cremation ground/ graveyard
  3. Certificate issued by Hospital at the time of Death
  4. In case the death has occurred outside Delhi or in a village with no receipt of cremation ground, certificate of Block Development Officer (BDO) of the village can also be accepted.
  5. Post mortem report

  • b) After submission of application, District Social Welfare Office will scrutinize the application and if required, call the applicant with relevant documents for verification.
  • c) Normally, the applications are disposed off within 45 days of receipt of applications, unless circumstances dictate otherwise.
  • d) The payment to new applicants, if sanctioned, is remitted to their bank account. 


Quantum of assistance & mode of payment-

One Time assistance of Rs 20,000/- is remitted to the bank account of the beneficiary as per the Aadhaar number of the beneficiary through PFMS portal.

4. Financial Assistance Scheme for Persons with Benchmark Disabilities having High Support Needs

The scheme aims to provide financial assistance to Persons with Benchmark Disabilities who are having High Support Needs. The allowance is intended to help beneficiaries meet expenses related to caregiver support or other essential services, including psychological counselling, medical treatment, occupational therapy, speech therapy, physiotherapy, assistive aids and appliances, or any other form of support necessary for their well-being and rehabilitation.

ELIGIBILITY:

The Eligibility Norms for Person with Benchmark Disability having High Support Needs for availing assistance under the scheme shall be as given below:

a)    Should possess a permanent certificate of disability from a notified authority as a Person with Benchmark disability as per provisions of Right of Persons with Disabilities Act (RPwD), 2016;

b)     A resident of Delhi for at least five years;

c)    Should be having a score of 60 to 100 as assessed by the Assessment Board;

d)    Annual family income should not be more than one lakh;

e)    Applicant should not be a government employee;

f)     Having Aadhar card showing the person to be a resident of Delhi.

 

Documents Required:

 

a)    Proof of residence, which clearly shows at least 5 years of residence in Delhi. Any one of the following documents of applicant (as defined above) only may be submitted for residence proof- 

1.   Ration card

4.   Driving license 

5.   Birth certificate issued by MCD/ Registrar- Births & Deaths. 

6.    Electricity Bill 

7.   Water Bill

12. Property document- Registered Sale Deed/ Rent Agreement 

13. In case ‘No Documentary Evidence’ is available with the applicant with regard to proof of residence-the applicant will need to produce statements of any Gazetted Officer, stating the period of applicant's length of stay in Delhi. The Gazetted Officer of the Central / Delhi Govt. has to furnish a self-attested copy of official ID and contact details.

 

b)    A self-declaration by the applicant regarding his/her family income per year. 

c)    The Applicant should have a bank account (Single/ Joint) in any Bank operational in NCT of Delhi for receiving the payment through PFMS. 

d.)   One passport size photo of the applicant

 

QUANTUM OF ASSISTANCE: - 

Subject to the fulfilment of the provisions of the scheme any Person with Benchmark Disability having High Support Needs would be entitled for an amount of Rs. 6000/- per month from the month of sanction. This amount will be in addition to the amount being given on monthly basis to the beneficiary, if any, under the “Financial Assistance for Persons with Special Needs” scheme by the Department.

5. Mukhyamantri Covid-19 Pariwar Aarthik Sahayata Yojana

In order to provide immediate financial relief in case of death of family member due to Covid-19 and continued financial assistance to families affected by the death of the bread earner due to Covid-19 pandemic “Mukhyamantri Covid-19 Pariwar Aarthik Sahayata Yojana” has been notified.

Objectives and components of the scheme:

The objectives of the Scheme are: 

  1.  To provide financial assistance to the surviving family ofthe bread earner who has died due to Covid 19 pandemic in Delhi since the outbreak of the disease. Government will also consider a single member of the affected family to be enrolled as a civil defense volunteer. Besides these the state affirms to look after  the health and education needs of the dependent children as per existing policy.

  2. To give an Ex-gratia payment of Rs 50000 for each death to the family of deceased. This Ex-gratia assistance shall be given to the kith and kin of the person deceased due to Covid-19, after he applies in the format prescribed by the Revenue Department, GNCTD.

*In case Husband/ Wife of the deceased bread earner is getting the benefit of the scheme then the sibling in the special needs category as cited in last column shall not be eligible.

**If family is survived by only minor children then applicant/ beneficiary will be the foster parent/ guardian who has been declared fit under the provisions of JJ Act by the Child Welfare    Committee. The financial assistance shall be transferred to the joint bank account in the name of the minor child and the foster parent/guardian.

*** The deceased and dependents both shall be residents of Delhi       

**** Death must be due to COVID related i.e. certified as COVID death (as per MHA data) or death within one month of testing COVID positive and verified byHealth Department as Covid death.
