Bombay Prevention of Begging Act, 1959 (‘the Act’ in short) has been extended to the NCT of Delhi in the year 1960. The NCT Government has made the Delhi Preventation of Begging Rules, 1960.

Department of Social Welfare implements Bombay Prevention of Begging Act, 1959. Superintendent Reception cum Classification Centre, Kingsway Camp conducts raids to apprehend adult beggars by its raiding teams and two Mobile Courts also conducts anti-begging raids separately. Anti Begging squads/teams are operational to apprehend the beggars from all over Delhi.
At present, 3 Beggar Courts are notified under the Act, i.e.

- Biometric Machine is installed at RCC to keep check on repeated offenders.
REHABILITATION CENTRE FOR LEPROSY AFFECTED PERSONS:
Under this scheme, the department is providing financial assistance (Maintenance Allowance) at the rate of Rs. 1800/- per month (ECS) to the leprosy affected persons (LAPs) who had been residing in Delhi prior to 1993.
SHELTERED WORKSHOP:
The department is running sheltered workshop to provide suitable work opportunity by providing them training in simple craft.
THREE CATEGORIES OF LAPS:
As per the medical reports submitted by the Medical Board constituted for conducting the Medical Examination of the Leprosy Affected Persons (LAPs), there are three categories of LAPs viz:
- Some of them may have active bacteria of leprosy and suffering from the disease.
- Some though fully cured, bear the residual effect of the disease in some form of physical deformity.
- Some might be fully cured of the disease at present and do not bear any signs or residual effects of the disease and their limbs are normal.
Each category should be treated separately. The first category requires active treatment, care & rehabilitation as per the existing policy of the government. The second category may be treated as disabled person and provided assistance accordingly. These persons should not be discriminated as LAPs but rather be treated as disabled persons for better assimilation in the society. The segregation of these persons is not in their interest. The third category does not require any support/assistance from the government since they are normal.
