In order to achieve its objectives more effectively and for the convenience of general public, the Social Welfare Department, after setting up ten district offices with jurisdictions co-terminus with revenue/police districts of Delhi and appointing District Social Welfare Officers (DSWOs) to head these districts, has been decentralising its Programme implementation to these district units in the last two years. Continuing this process further, now, in supersession of all previous orders, the overall functions/responsibilities of the DSWOs shall be as follows in their respective districts with immediate effect:
Programme:
The DSWOs shall primarily be responsible for the proper and effective implementation of the programmes of the Social Welfare Department in their respective districts.
The DSWOs shall ensure that each and every functionary working in their respective districts discharge his/her duties and observe the norms and procedures as per the Manual of the Department and the instructions issued by the Department from time to time. In this regard the DSWOs shall ensure that each and every functionary understands his/her role and duties as prescribed in the Manual and/or assigned vide Departmental orders from time to time.
Admission/transfers in Institutions
In case of non-statutory institutions:
- An Admission Committee comprising of DSWOs and Supdt. shall be formed and admissions shall be given to the most deserving cases from the Social view point.
- The beneficiaries within the District from one Institution to another may be transferred by a Committee comprising of DSWO and the concerned Superintendents.
- The beneficiaries from one Institution to another falling outside the Districts shall be granted admission by the Admission Committee of the corresponding District concerned.
In all above cases, the admissions and transfers shall be reported to the HQ every month.
TCPCs and Work Centres for Women
The DSWOs shall be responsible for the proper programme implementation and management of the TCPCs and Work Centres for Women (WCW) of their respective districts.
Financial Assistance Schemes
The DSWOs shall:
- Implement all the Financial Assistance Schemes of the Deptt.
- Sanction financial assistance as per prescribed norms and rules under all Schemes.
- Conduct survey from time to time of eligible beneficiaries.
- Verify genuineness of all the existing and new beneficiaries as per the eligibility criteria and submit a report to HQ periodically.
Voluntary Action
In the field of Voluntary action, the DSWOs shall:
- Identify and report periodically on the activities and projects of the voluntary organizations working in the field of social welfare sector to the VAC, HQ.
- Monitor periodically the projects of the voluntary organizations receiving grants-in-aid either from Delhi Govt. or Govt. of India and inspect them personally once in a three months with a report to VAC, HQ. The DSWOs shall ensure that funds given as GIA are utilized for the appropriate purpose.
- Receive applications of the new and on-going grants-in-aid of the voluntary organizations for the projects falling in their respective districts and submit their cases with an inspection report and their comments to VAC at HQ for consideration by GIA Committee. Each such application shall be submitted after all due actions within one month from its receipt.
- Receive applications of the recommendation of land allotment to the voluntary organizations for the projects falling in their respective districts and submit their cases with an inspection report and their comments to VAC at HQ for consideration by Land Allotment Recommendation Committee. Each such application shall be submitted after all due actions within one month from its receipt.
- Receive applications of tax exemption or any other govt. facility to the voluntary organizations for the projects falling in their respective districts and submit their cases with an inspection report and their comments to VAC at HQ for consideration by the Deptt. Each such application shall be submitted after all due actions within one month from its receipt.
The specific functions of DSWOs in respect of various units of the Deptt. shall be as follows:
HOMES/INSTITUTIONS
The DSWOs shall be direct supervisory officers in respect of all the homes/institutions run by the Social Welfare Deptt. and shall be responsible for their overall programme implementation and management. Under programme, the DSWOs shall ensure that programming components like physical and medical care of the inmates, their boarding and lodging, health, education, recreation, cultural activities, vocational training, rehabilitation, are implemented properly and timely. Under management, the DSWOs shall ensure the efficient and effective management of personnel, estate, sanitation, security, stores, accounts and finances.
DISABILITIES ACT
The DSWOs shall be responsible for the implementation of the provisions of the Disabilities Act, 1995. They shall receive applications for the registration of institutions/organizations dealing in the welfare of disabled and after prescribed inspection submit a report to the Competent Authority at HQ for their registration with their recommendations.
RECONCILIATION AND GUIDANCE
The DSWOs shall be the Reconciliation and Guidance Officers and Dowry Prohibition Officers of their districts. They shall attend to reconciliation and guidance and cases of their districts at least once a week and take all necessary measures for the dowry prohibition in their districts.
PUBLIC GRIEVANCES
The DSWOs shall be the public grievance officers of their districts and shall attend to all public grievances relating to their districts every Tuesday and Saturday with a report to the HQ.
ICDS
The DSWOs shall be responsible for the proper and effective implementation of the ICDS projects in their districts. They shall ensure:
- That all the six services under ICDS projects are carried out effectively.
- That the Monthly Progress Reports on the prescribed format are sent to HQ regarding basic six services before 7th of every month.
- That all records and stocks are properly maintained in the ICDS projects and in AW centres.
- That the CDPOs, Supervisors and AW Workers and AW Helper discharge their duties properly as per the Manual of the Deptt. and supervise AWCs regularly.
- That a monthly statement of staff deployment is sent to the DO (ICDS) at HQ.
- That RTE Food items under SNP are received, stocked and distributed as per the schedule and instructions of the Deptt.
- That the quantity, quality, packaging, and distribution of RTE food items are maintained as per prescribed norms and terms and conditions.
- That a weekly supply report is sent to the Supply Coordination Cell working under the supervision of DO (ICDS) at HQ giving details of supplies received with shortages and irregularities if reported any.
- That evaluation and community surveys are conducted in the months of April and October every year in respect of services and RTE food items being provided in AWs and their reports are sent to ICDS Cell at HQ for appropriate action.
- That the ICDS staff nominated for training attend their courses timely and properly.
- That the payment requests of SNP supplies are processed within three days from the receipt of bills.
- That no funds are ever diverted or used without the prior approval of competent authority.
- That all prescribed norms and procedures are observed by the ICDS staff while dealing with financial matters.
- That all financial records are properly maintained and the same are made available for audit as and when required.
- That all audit reviews, observations and queries are immediately attended by the ICDS staff and corrective actions are taken promptly.
- Appointment of AW workers: The Committee already constituted in this regard shall send their recommendations after observing the prescribed selection procedure and norms for the approval of JD(A). The DSWOs may appoint AW Workers against leave vacancy for not exceeding 30 days under intimation to JD(A).
ADMINISTRATION & FINANCE
In their respective districts, the DSWOs shall have the power of :
- Temporary diversion of group D and C employees within their districts not exceeding 30 days in case of emergencies. The DSWOs shall, however, be required to send a reference regarding such diversions to the Administration Branch at the HQ within 7 days.
- Sanction of casual leave of the gazetted staff members falling within their districts.
- Recommendation of Earned leave of all the gazetted staff members and forwarding of applications of earned leave in respect of C and D staff members after they are recommended by their respective supervisory Officers.
- Financial Powers : All DSWOs shall be the Head of Office/DDO in respect of their own offices under Rule 14 of Delegation of Financial Power Rules, 1978 and Rule 2(VIII) of GFR (Revised and Enlarged) and Delhi Admn's letter no. F. 13/7/76-AC dated 29/6/77.
THE DSWOS SHALL ENSURE:
- That all the administrative orders of the Deptt. are carried out properly and timely in their respective districts.
- That service conduct rules are followed by all the staff members working in their respective districts.
- That proper punctuality and attendance are observed by the staff of their respective districts.
- That prompt and proper action is taken in case of occurrence of a crime in the homes/institutions.
- The proper upkeep and maintenance of the vehicles, telecommunication equipment, office and institutional equipment, fixtures and furniture of the institutions, homes and offices of their districts and liaise and coordinate with Care Taking Branch at HQ as and when required.
- That the fax machines and telephones are in working condition and are used for official use only. In this regard they shall also ensure that the staff appointed for fax machines attend to their prescribed duties properly and regularly.
- That the prescribed office procedures are followed by all the units. The office files are given numbers and maintained as prescribed by the HQ. A list of all current files and those consigned to record rooms and weeded out is maintained in the respective units and a copy is kept in district office. The old files are weeded out as per prescribed norms once in a month and a list of weeded out files and newly opened files are sent to Administration Branch at HQ every month.
- That all the purchases made in the institutions/homes/ICDS projects are strictly in accordance with the financial rules and a monthly report of new purchases are sent to the Accounts Branch at HQ with a copy to Procurement Branch at HQ.
- That the requirements of procurement are timely reported to the Procurement Branch at HQ and are followed up regularly.
- That stores and supplies are properly maintained and utilized properly for the welfare of inmates/beneficiaries.
- That an inventory is maintained of all the durable items in homes/institutions/offices and a report in this regard is sent to the Care Taking Branch at HQ every quarter.
- That stores are condemned at least once in a year. They shall coordinate in this regard with the Care Taking Branch at HQ.
- That all the prescribed financial rules are properly observed and accounts are properly maintained as prescribed.
ESTATE
The District Social Welfare Officers shall be the Estate Officers of their respective Districts. As Estate Officers, the DSWOs shall be primarily responsible to protect the Departmental estate falling in their respective districts and keep it free from any kind of illegal encroachment. In this regard, they shall themselves directly contact all the concerned law enforcing agencies to prevent any encroachment on the public land. As Estate Officers, the DSWOs shall also:
- Maintain a property register; update it regularly and submit every month a report to the Estate Cell at HQ regarding the encroachment status of the existing state and the measures being taken to prevent/remove the illegal encroachment.
- Act as members of the Allotment Committee constituted for the allotment of Departmental accommodation.
- Implement the decision of the Allotment Committee in respect of allotment, possession, cancellation and eviction. Report every month on the vacancy status of the official accommodation and liaise with the Estate Cell at HQ for convening the meeting of the Allotment Committee.
- Maintain the existing land and buildings of Homes/Institutions, ICDS Projects, TCPCs, WCW and any other departmental property.
- Liaise with PWD for new constructions as approved by the Deptt. and for the proper maintenance of existing estate.
- Get the estimates prepared by the respective PWD Divisions for new constructions and maintenance of existing estate and submit them to the Estate Cell at HQ after due examination with recommendations for their sanction by the competent authority.
- Look after the development and maintenance of horticulture in the Homes/Institutions/Offices.
- Take possession of the land acquired by the Deptt. for its programmes under various capital plan schemes.
- Liaise and follow up with DDA/Development Deptt. for the allotment of land to the Deptt.
- Prepare and submit the basic facts of each case under litigation in any court of law to the Estate Cell at HQ; follow up with the Govt. counsel after he/she has been appointed; pursue the case properly and timely; attend the court and submit a report on each date of the case to the Estate Cell at HQ for necessary and appropriate action.
INSPECTIONS
The DSWOs shall be the supervisory officers of their respective districts and regular inspections of all the units within their districts shall be their primary responsibility. They shall be required to conduct inspections themselves and send their reports to HQ as follows:
- Inspection of Homes/Institutions, TCPCs, WCW, once in a month and report to Joint Director (Programme) on prescribed formats.
- Surprise Inspection at night of Homes/Institutions once in a month and report to Joint Director (Programme) on prescribed formats.
- Inspection of ICDS projects once in a month and report to Joint Director (Programme) on a prescribed format.
- Inspection of Voluntary Organizations receiving grants-in-aid twice a year in the months of June and December and report to VAC at HQ.
PERIODIC REPORTS
The DSWOs shall require to submit the following periodic reports:
- Monthly Progress Report on the programme implementation and management of the Homes/Institutions, TCPCs, WCW, ICDS Projects.
- Monthly Progress Report on the basic services in ICDS Projects.
- Quarterly Report on the activities and programmes of the voluntary organizations.
- Monthly Report on the voluntary organizations receiving grants-in-aid.
- Monthly Progress Report on reconciliation and guidance cases, cases under Disabilities Act, public grievance cases and dowry prohibition cases.
- Monthly Progress Report on the constituency-wise cases received, processed, sanctioned, rejected and pending under all Financial Assistance Schemes.
- Monthly Staff-deployment Statement with requirement in each Home/Institution, TCPC, WCW, ICDS Projects and the District Social Welfare Office.
- Monthly Statement of Casual Leaves sanctioned and Earned Leaves recommended.
- Monthly report of office files opened, closed, weeded out and consigned to record rooms.
- Monthly Statement of expenditure incurred, stores and purchases made in last one month by each Home/Institution, TCPC, WCW, ICDS Projects and the District Social Welfare Office.
- Monthly Requirements of items to be procured by the Procurement Branch.
- Monthly Progress Report on the estate giving details of maintenance carried out in the last month, status of water, sewage and electricity, outstanding PWD works, vacant residential accommodation, encroachment and its removal etc..
- Weekly Report on the SNP supplies with shortages and irregularities if reported any.
- Quarterly Report on the training imparted and training required in each Home/Institution, TCPC, WCW and ICDS Project.
- Evaluation Reports in respect of all Homes/Institutions, TCPCs, WCW and ICDS Projects in the month of June every year.
All the above three inspection reports and periodic reports from serial no 1 to 8 relating to programme shall be submitted to the Joint Director (Programme) and the periodic reports from serial no 9 to 15 relating to administration to the Joint Director (Admn). All weekly reports must be sent to the HQ by every Monday through fax; all monthly reports through fax by 7th of every month; and quarterly reports by 7th of every quarter through fax or mail.
