LIST OF SCHEMES OF MINISTRY OF SOCIAL JUSTICE & EMPOWERMENT, GOVT. OF INDIA    
(1.) AN INTEGRATED PROGRAMME FOR OLDER PERSONS (IPOP)  
AIMS & OBJECTIVES  
The main objectives of the schemes is to improve the quality of the life of the older person by providing basic amenities like shelter, food, medical care and entertainment opportunities and by encouraging productive and active ageing through providing support for capacity building of Government / Non-Governmental Organizations / Panchayati Raj Institutions / local bodies and the Community at large.  
PROGRAMME ADMISSIBLE FOR ASSISTANCE:-  
   
  1. Maintenance of Old Age Homes to provide food, care and shelter for a minimum number of 25 destitute older persons. The GIA for a project for running old age home for 25 Older Persons to provide food, shelter, care, recreation facilities, etc., free of cost. If the old age home is larger in size the GIA for maintenance of such homes will be sanctioned on proportionate basis.
  2. Maintenance of Respite Care Homes and Continuous Care Homes for minimum of 25 older persons who live in old age homes but are seriously ill required continuous nursing. GIA under this project is given to agencies showing credible track record in running Old Age Homes for minimum of 150 beneficaires as additional grant for continuous care / respite care for minimum of 25 older person with mild to severe disability.
  3. Running of multi service centres for older persons to provide Day Care, educational and entertainment opportunities to minimum number of 50 older persons.
  4. Maintenance of Mobile medicare units to provide medical care to older person living in rural / insolated backward areas. The scheme restricts GIA for a project for older persons living in slums rural and inaccessible areas where propoer health facilities are not available. Each medicare unit should cover atleast 400 older persons per month. GIA under this project is given to NGO showing the credible track record working for the cause of elderly and have been providing free medical care to the people.
  5. Running of day care centre of Alzheimer’s disease / Dementia Patients – scheme provide for setting up a specialised day care centre for covering 20 older persons per month sufferring from dementia.
  6. Physiotherapy clinics for older persons – GIA is given to agencies showing credible track record in running projects of physiotherapy clinics for minimum of 50 olders per month.
  7. Disability and Hearing aids for older persons –GIA under this project is given for conducting special camps for providing disability an hearing aids for the elderly free of cost.
  8. Mental health care and Specialized care for the older persons GIA to provide Mental Health Care Intervention Programmes to the elderly. This scheme is also open to organizations / hospitals which are already into mental health care. GIA is given to agencies for Organizing special camps for providing special health care and mental health care. Recognised charitable hospitals / nursing homes / medical institutions are also eligible.
  9. Counseling centers and help lines for older person.
  10. Regional recourse and training centers.
  11. Awareness generation programme for older personal care givers like Self-care disease management etc.
  12. Multi facility care centre for destitute older widow women to provide shelter educational opportunties– GIA for a project for running old age home for 50 older widow women.
  13. Sensetizing programme for children particularly in schools and colleges
EXTENT OF SUPPORT TO THE PROJECT  
 
Up to 90% of the cost of the project indicated in the scheme wil be provided by the Government of India and the remaining shall be borne by the organization / institution concerned.  
ELIGIBILITY CRITERIA
  • The NGO should be a registered body under the appropriate act.
  • It should be registered under the Society Registration Act 1860 for minimum of 2 years.
  • It should have been working for atleast 2 years.
  • The Organization shall have a properly constituted managing body.
  • Aims and objectives of the organization and programmes in fulfillment of those aims at objects are specifically laid down.
  • The organization shall not run for profit to any individual or a body of individuals.
(2) ASSISTANCE TO DISABLED PERSONS FOR PURCHASE/ FITTING OF AIDS & APPLIANCES.(ADIP)  
OBJECTIVE OF THE SCHEME-
  To assist the needy disabled persons in procuring durable, sophisticated and scientifically manufacture aids and appliances to promote their physical, social, psychological, rehabilitation, by reducing the effects disabilites and enhance their economic potential.
ELIGIBILITY CRITERIA FOR NGO’S FOR ASSISTANCE UNDER THE SCHEME
  • Socities registered under the Society Registration Act 1860 and their branches, if any, separately.
  • The NGO should also preferably possess professionals / technical expertise in the form of professionally qualified staff for the identification, presecription of the required artifical aids / appliance, fitment and post-fitment care of the beneficaries as well as the aid / applicance.
  • The NGO should also preferably possess infrastructure in the form of machinery/equipment for the fabrication, fitment and maintenance of artificial aid/appliance to be given to a disabled person under ADIP Scheme.
  • Implementing agencies should have network with medical college / hospital / PHC’s.
  • All NGO to undertake concurrent test check in spot from beneficaries immediately after distribution of aids and applicances.
  • NGO to obtain undertaking from beneficaries that he has not taken such aid from any other source during the last three years.
  • Implementing agencies should also maintain a website and upload details of grants receipts, utilized and list of beneficaries alongwith photo and ration card number / voter ID.
  • NGO will be fully competent to satisfy about the monthly income of the beneficiarary and shall obtain a certificate from the concerned competent authority.
  • NGO will maintain the registered in prescribed performa about the beneficaries assisted under the scheme.
  • NGO taking grant will be open to inspection by an officer / agencies authorizedMinistry of Social justice & Empowerment and for the State Government.
  • Should be registered under PWD Act, 1985.
TYPES OF AIDS / APPLIANCES TO BE PROVIDED:-
LOCOMOTAR DISABLED
  1. All types of prosthetic and orthotic devices.
  2. Mobility aids like tricycle, wheelchairs etc
  3. All types of surgical footwears & MCR chappals
  4. All types of devices for ADL (Activity of daily living)

VISUALLY DISABLED
  1. Learning Equipments like abacus, geometry kits, braille dots system, speed recording system etc.
  2. Science learning equipments.
  3. Braille writing equipments.
  4. Communication equipments for deaf-blind.
  5. Low vision Aids.
  6. Special Mobility aids for visually disabled people with muscular dystrophy.
  7. Software for visually handicapped person using computers.

HEARING DISABLED
  1. Various types of hearing aids.
  2. Educational kits like tape recorders.
  3. Communication aids like portable speed synthesizer.
  4. Assistive and alarming devices like TV door bell etc.

MENTALLY DISABLED – any suitable device as advice by rehabilitation professional or treating phyisicians.
(3.) DEEN DAYAL DISABLED REHABILITATION SCHEME (DDRS)
OBJECTIVE OF THE SCHEME-
Create an enabling environment to ensure equal opportunities equality, social justice and empowerment of persons with disabilities.
ELIGIBLE ORGANIZATIONS
The following organizations/institutions shall be eligible for assistance under this scheme:
  • Organizations registered under the Societies Registration Act, 1860 (XXI of 1860), or any relevant Act of the State/Union Territory; or,
  • A public trust registered under the law for the time being in force; or,
  • A charitable company licensed under section 25 of the Companies Act, 1958,
  • Registration should have been in force for at least 2 years at the time of applying for grant under this scheme.In exceptional cases, Secretary, Ministry of Social Justice & Empowerment is empowered to waive the condition of minimum time period, for reasons to be recorded in writing, based on detailed justification.
  • The organization should have a properly constituted managing body with its powers, duties and responsibilities clearly defined and laid down in writing.
  • It should have resources, facilities and experience for undertaking the programme.
  • It should not be run for profit to any individual or a body of individuals.
  • It should not discriminate against any person or group of persons on the grounds of sex, religion, caste or creed.
  • NGO should ordinarily have existed for a period of two years.
  • Its financial position should be sound.
  • Organization receiving grant under this scheme shall submit periodic reports to the Ministry in prescribed proforma for regular feedback and monitoring. The State Government / UT Administration would conduct regualr inspection of the agencies.
  • It is important that he funded NGOs also establish and maintain a computerized database.
  • Should be registered under PWD Act.
MODAL PROJECT SUPPORTED UNDER THE SCHEME:-
  • Project for Pre – school & early intervention and training- Primarty objective is to prepare children upto 6 years of agae for schooling in special schools / or integration at thw appropriate stage in regualr schemes.
  • Special Schoolsproject for mentally challenged, the hearing and speech impaired andthe visually challenged are supported.
  • Vocational Training centre – These projects are meant for persons with disabilities in the age group of 15-35 years.
  • Shelter workshops – Objectives in similar to vocational training centre.
  • Half way home for psycho- social rehabilitation of treated & controlled mentally ill persons. The objectives of this project is to provide a facilitating mechanism for rehabilitation of persons whose mental illness is treated ad controlled after their discahrge from mental hosptials / asylums.
  • Community based rehabilitation – objective is to rehabilitate and trained disabled individuals and integrate them into their communities.
  • Seminar / workshops / rural camps.
  • Project for Human Resource Development
  • Grant for computer
  • Construction of buildings
  • District disability rehabilitation centre
(4.) SCHEME OF ASSISTANCE FOR PREVENTION OF ALCOHOLISM AND SUBSTANCE (DRUGS) ABUSE AND FOR SOCIAL DEFENSE SERVICES.
OBJECTIVE OF THE SCHEME-
  • To create awareness and educate people about the in ill-effects of alcoholism and substance abuse on the individual, family the work place and the society.
  • To provide for the whole range of community based services for the identification, motivation counseling and rehabilitation.
  • To facilitate research, training documentation and collection of relevant information on the above mentioned objectives.
  • To alleviate the consequences of drug and alcohol dependence amongst the individual, the family and society at large.
(5.) AWARENESS GENERATION& PUBLICITY PROGRAMME
  • OBJECTIVES
  • To give wide publicity, including event based publicity etc. through electronic, print, film media and multimedia, to the schemes, programmes being run by the Department of Disability Affairs and other Central Ministries, State Governments etc. for the Welfare of PwDs including their social, economic and educational empowerment. 
  • To create an enabling environment for social inclusion of the PwDs in all fields of life by providing equal opportunities, equity & social Justice and to ensure confidence buidling in the PwDs so that, they can realise their aspirations. 
  • To bring to the notice of all stake holders including PwDs and civil society about the legal rights of the PwDs as enshrined in the constitution, international conventions, PwD Act 1995 and subordinate legislation(s). 
  • To sensitize the employers and other similar groups on the special needs of the specially abled persons.
  • To promote awareness and to sensitize society with focus on remote and rural areas, on causes leading to disability and prevention through early detection etc.
  • To encourage volunteer action for ensuring effective implementation of the legal provisions and welfare schemes meant for the PwDs. 
  • To develop content for rehabilitation of different types of disabilities. 
  • To provide for helplines. 
  •  to provide for effective grievance redressal.
  •  to extend financial support for National & International events organized by reputed organizations on disabilities.
  • to create or to facilitate creation of facilities conducive to the recreation of PwDs which may include inter alia tourism, educative, medical and religious tourism.
  • to extend financial support for participation in the Community Radio Programmes / Scheme of the Ministry of I&B
  • APPROACH AND STRATEGY
The approach of the scheme shall be 
  •  to spread awareness through social networking. 
  • maintenance of accessible website, etc. 
  • conducting seminars, workshops, cultural activities, fairs, exhibitions etc. either directly or through socially active groups / organizations. 
  • participation in national and international initiatives in the field of disability.
  •  conducting studies, surveys, enumeration and evaluation programmes on the special needs of PwDs including availability of technology, assistive aids and appliances etc.
  • coordinating and consolidating efforts made in the field by different departments, organizations. 
  •  financial assistance to self-help groups, parents’ organizations etc. working for development of ‘social good’ and ‘community welfare’.
  • To support activities like showing of programmes exclusively prepared and performed by PwDs on TV, by bearing the cost involved on honoraria to performers, boarding, lodging and transportation and payments due to the electronic media 
  • Organizing special events, Celebration of special days etc.
  • Lack of co-ordination between different service providers in the fields of health education, housing and equipment’s undermines their effectiveness. Ministries of Health, Education, Labour and Rural Development are also doing some work in the field of disability. For successful implementation of all such initiatives, an Inter-Ministerial Committee which may co-ordinate across organizations to improve distribution of services and referral system, promote joint ventures, joint negotiations, sharing knowledge and expertise, sharing specialist educator, and disseminating system may be setup under the Department. 
  • Panchayati Raj Institution may be involved wherever expedient.
(6.) SKILL DEVELOPMNT OF PERSONS WITH DISABILITIES
ELIGIBILITY CRITERIA FOR NGO’S FOR ASSISTANCE UNDER THE SCHEME  
  • A Voluntary Organization should have been registered for a period of at least two years and should have been actively working in its sector for a period of two years. Such projects will not be taken up for assistance where the activities are proposed to commence after the project is sanctioned and funds released by the Ministry.
    • Counseling & Awareness Centres have been merged with the Integrated Rehabilitation Centre for Addicts (IRCAs), therefore, funding for maintenance of the Counseling & Awareness Centres would not be possible.
COMPONENTS ADMISSIBLE FOR ASSISTANCE UNDER THE SCHEME
  • Integrated rehabilitation centre for addicts (IRCA) – have replaced the earlier existing Counselling and Awareness Centres. IRCA already will have 15 beddedfacility to cope with the clients. Centre with bed capacity of 30 and 50 may also be sanctioned by the Ministry. The food shall be provided free of charge to the BPL patients. For the remaining inmates the IRCA would be allowed to charge at prescribed rates.
  • Programme for prevention of alcoholism and drug abuse at workplace (WPP)–such centre will be located in an industrial establishment or a group of industrial establishments having a strength of at least 500 workers or more in a particular area will be eligible for assistance.
  • Regional resource and training centre (RRTC)
  • Awareness cum-Deaddiction camps – An organization running as IRCA may organize Awareness-cum-Deaddiction Camps (ACDC) in areas prone to substance (drug) abuse especially in rural areas with the objectives of mobilizing the ccommunity., promote awareness and collective initiative towards the prevention of alcoholism and substance (drug) abuse. Each NGO may be allowed to conduct a maximum of 6 camps during the year.
  • Technical Excahnge and Personnel Developemt Programme
  • Preventive Education and Awareness Generation through Media Publicity
  • NGO Forum for Drug Abuse Prevention
  • Innovative Intervention to Strengthen Community Based Rehabilitation
  • Survey, Studies, Evaluation and Research on the subjects covered under the scheme.
  • Any other activity which is considered necessary to meet the objectives of the scheme could also be supportive under scheme based on the merit of the proposal.
